Our Mission
The HORSE Fund exists to promote access to justice, due process, and legal education for financially disadvantaged horsemen, including trainers, grooms, stable workers, and other equine-industry participants who lack the resources to understand, respond to, or defend against disciplinary, administrative, regulatory, or related legal accusations.
The HORSE Fund advances this mission by supporting qualified independent legal representation for eligible individuals and by providing educational resources that help horsemen understand their rights, responsibilities, procedural protections, and available avenues for assistance.

The HORSE Fund Helps Balance an Unequal System
Administrative and regulatory systems often involve an imbalance of power. On one side may be organizations, regulators, investigators, testing authorities, or administrative bodies with resources, experience, and institutional knowledge. On the other side may be an individual horseman with limited money, limited education about the process, and limited ability to defend themselves.
This imbalance can make the system feel intimidating and unfair. Even if the rules are written neutrally, the practical ability to navigate them may depend heavily on resources. A person with money can hire counsel, gather evidence, and challenge errors. A person without money may be forced to accept consequences simply because they cannot afford to fight.

For many horsemen, the problem is not simply whether they are right or wrong.
